At Navari Strategies, we measure success not just by plans delivered, but by communities empowered and lasting change achieved. Our project portfolio spans tribal nations, local governments, and regional partnerships—each reflecting our commitment to culturally respectful collaboration, technical excellence, and practical implementation. The following examples showcase how we’ve helped diverse clients navigate complex environmental challenges, from FEMA compliance to watershed management to climate adaptation planning.
These projects represent just a portion of our work with tribal nations, government agencies, and communities across the country. Visit our “Contact Us” page to discuss how we can support your environmental goals.
Regional Energy and Climate Workshops.
Challenge: Diverse organizations across the region—including nonprofits, cities, counties, utilities, and businesses—needed strategic alignment around climate action while maintaining their distinct organizational priorities and autonomy. Without a coordinated approach, climate efforts risked being fragmented, duplicative, or working at cross-purposes.
Our Approach: We designed and facilitated a comprehensive workshop series that brought together stakeholders from multiple sectors to build shared understanding of regional climate challenges. Rather than imposing top-down solutions, we created collaborative frameworks that respected each organization’s unique mission and capacity while identifying opportunities for coordination and resource sharing. Our facilitation focused on finding common ground without compromising organizational independence, establishing trust-based relationships, and developing practical mechanisms for ongoing collaboration beyond the initial workshop series.
Outcomes: Successfully established a sustained regional climate collaboration network that continues to coordinate climate initiatives across multiple organizations and sectors. The network has become a lasting platform for information sharing, joint project development, and collective advocacy—demonstrating that diverse stakeholders can work together effectively while maintaining their distinct identities and priorities.
Red Lake Band of Ojibwe Hazard Mitigation Planning.
Challenge: The Red Lake Band of Ojibwe needed to develop their first comprehensive Hazard Mitigation Plan to meet FEMA requirements and position the tribe to access critical disaster preparedness and recovery funding.
Our Approach: We led the complete plan development process from start to finish, ensuring full FEMA compliance. Our work included facilitating public meetings with tribal members and leadership, drafting the comprehensive mitigation plan, developing actionable mitigation and adaptation strategies, and creating prioritized action items. Throughout the process, we maintained close coordination with FEMA representatives to ensure the plan met all federal standards while reflecting the tribe’s unique priorities and cultural values.
Outcomes: Successfully delivered a FEMA-approved Hazard Mitigation Plan that secured the tribe’s eligibility for additional federal funding opportunities. The plan established a framework for the tribe to proactively address natural hazards and build long-term community resilience.
Beltrami County Climate Vulnerability Assessment.
Challenge: Northern Minnesota needed its first comprehensive regional climate vulnerability assessment to understand climate impacts and develop coordinated adaptation strategies. The project required engaging diverse stakeholders—including three tribal nations, multiple townships, local organizations, community groups, and Bemidji State University—in a collaborative assessment process.
Our Approach: We designed and facilitated a participatory assessment process that brought together tribal representatives, local governments, academic partners, and community stakeholders. The assessment examined climate vulnerabilities across five critical sectors: energy systems, urban infrastructure, forestry, water quality, and public health. We integrated scientific climate projections with local knowledge and community priorities to create actionable, context-specific findings. Our facilitation ensured all voices were heard while maintaining focus on practical adaptation strategies that communities could realistically implement.
Outcomes: Delivered the region’s first climate vulnerability assessment, providing a foundation for coordinated climate action across northern Minnesota. The project’s success and innovative multi-stakeholder approach led to an invitation from the Legislative-Citizen Commission on Minnesota Resources (LCCMR) to present our work at the Minnesota State Capitol, showcasing the assessment as a model for regional climate planning.
One Watershed Strategic Planning – Beltrami County.
Challenge: Multiple jurisdictions within the Beltrami watershed needed coordinated strategic planning for watershed management, requiring a framework that balanced local autonomy with regional collaboration and addressed complex water quality challenges across political boundaries.
Our Approach: We facilitated a multi-jurisdictional strategic planning process that engaged county officials, local governments, subject matter experts, technical staff, and diverse stakeholders. We established and oversaw three distinct committees—policy, advisory, and steering—to ensure appropriate input and decision-making at each level. Using systems thinking and collaborative governance principles, we guided the development of shared goals, measurement systems, and mutually reinforcing implementation strategies. Our role included complete project oversight, from initial stakeholder engagement through final document development.
Outcomes: Successfully delivered a comprehensive watershed protection plan that increased coordination effectiveness among multiple jurisdictions and secured additional subject matter expertise for ongoing implementation. The strategic framework established sustainable collaboration structures that continue to guide regional watershed management efforts.
