Joel Anastasio
Chief Executive Officer/Founder
Joel brings 15+ years of strategic leadership experience in environmental and energy policy, with deep expertise in tribal partnerships, program management, and building high-performing organizations from the ground up. As founder and CEO of Navari Strategies, he leads the firm’s mission to advance environmental justice through culturally respectful partnerships with Native American tribes, state agencies, and underserved communities.
Most recently serving as Tribal Rebates Program Supervisor at the U.S. Department of Energy, Joel managed comprehensive grant operations for a $233M+ federal initiative, overseeing compliance and financial administration across multiple funding awards supporting over 200 tribal governments nationwide. His hands-on tribal partnership experience includes extensive work with the Red Lake Band of Ojibwe on hazard mitigation planning, energy efficiency programming, climate planning, and renewable energy development, as well as waste planning initiatives with the White Earth Nation. Joel’s proven track record includes scaling multimillion-dollar programs, navigating complex regulatory landscapes, and building the collaborative relationships necessary to turn environmental vision into measurable community impact.
With a Master’s in Energy Regulation and Law from Vermont Law School and federal certification as a Technical Project Officer, Joel combines technical expertise with entrepreneurial vision to ensure Navari delivers both cultural competency and technical excellence in every engagement.

Jennifer Obrien
Chief Financial Officer/Founder
Jennifer brings 15 years of operational and financial leadership experience to her role as CFO and Co-Founder of Navari Strategies. With extensive background managing healthcare operations and leading teams of 12-15 staff members, she provides the financial infrastructure and operational excellence that enables Navari to deliver on its mission while maintaining fiscal sustainability and accountability.
Her expertise spans accounting systems development, comprehensive budget planning and oversight, compliance and auditing protocols, and strategic operational planning. While this represents a career pivot from healthcare to environmental consulting, Jennifer’s transferable skills in financial management, team leadership, and building scalable operational systems are essential to Navari’s growth as an emerging consulting firm. She ensures that Navari maintains the financial discipline and operational rigor necessary to serve tribal nations, government entities, and communities with the highest standards of accountability and stewardship.

Peter Oliveras
Senior Consultant, Policy & Program Analysis
Peter brings over 7 years of specialized expertise at the intersection of public policy, energy, and climate initiatives. With a Master’s in Environmental and Energy Policy from the University of Colorado (with specialization in program evaluation and metrics design) and a BS in Public Health from James Madison University, he excels in transforming complex policy landscapes into actionable strategies that communities and governments can implement effectively.
His hands-on experience includes developing comprehensive metrics and evaluation frameworks for the Tribal Energy Rebates Program, where he created mechanisms to measure program effectiveness and ensure accountability. Peter has also facilitated regional climate planning initiatives, conducting outreach and engagement with Tribes and local governments while developing key performance indicators and strategic approaches that ensure meaningful community participation. His extensive policy research and analysis background enables him to translate dense regulatory environments into clear, strategic recommendations that guide decision-making at federal, state, and tribal levels.

Lisa brings invaluable lived experience and professional expertise as our dedicated Tribal Relations specialist and proud member of the Paiute Tribe. Her deep cultural understanding, combined with extensive hands-on experience in grants management, tribal outreach, hazard mitigation planning, and broader tribal affairs, makes her essential to ensuring Navari’s partnerships with tribal nations genuinely honor sovereignty and cultural values in practice, not just principle.
As the only Native member of Navari’s core team, Lisa serves a critical role beyond her technical expertise—she ensures that cultural competency and respect for tribal protocols remain central to every engagement. Her authentic connections within tribal communities and her nuanced understanding of the complex political, cultural, and historical contexts that shape tribal decision-making enable the kind of meaningful, trust-based engagement that goes far beyond consultation to genuine partnership.
